The worst of the worst. Classic slum lords who treat tenants like cattle in unsafe conditions such as massive pipe leaks, ceiling coming down, and burglaries. Equally matched by unethical and illegal rent spikes up to 15% while claiming to be "rent stabilized" for tax profits. They are professional crooks laundering money from the government and tenants.
