If you find yourself going to the city later than 9:30/10am, only MONTHLY customers are allowed in. It's because they are full. Apparently this garage (hard to find another one) isn't big enough to accommodate us wannabe car-parkers. If it happened occasionally I'd say it's my bad luck today and move on. But it happens routinely now, and I reluctantly gave up. I found another way to go.

Good parking close to Journal Square with competitive rates. $7 for 2 hours $11 up to 12 hours $14 24 hours. Monthly rates are also available.
Can access from Pavonia ave or Magnolia Ave. The Pavonia Ave entrance closes in the mid afternoon and can only be used as an exit. Both exits accept credit card.
Neighborhood is semi sketchy but parking garage feels safe.
