The NYPD and the NYC OEM are two completely different City Agencies. One is run by civilians (OEM) and the other Law Enforcement (NYPD).
I don't believe OEM is even in this building and it occurs to me that the mistake may be related to the fact that the incredibly popular 'Law & Order' and 'Law & Order, Special Victims Unit' film often at this location that people just ASSUME this is an actual NYPD address. It is not. The closest NYPD building is Police HQ and that is about 1/4 mile away from there - due east.

I think that Google in total is a wonderful search tool. As an example we have been watching the series Blue Blood so naturally it is nice to actually see where the New York Police premises are. If you think that right now I am cleaning my Suzuki GSX 1400 in my garage in Durbanville Cape Town and was thinking about New York and in a blink of the eye the system provides the answer. At 59 after surviving the removal of a malignant brain tumour my long term memory is excellent but not so the short term memory so I love the map system on my small efficient cheap cellphone. How can the police stop racial profiling? It all starts with the way that they identify suspects. For example "Black, male, mid 20s etc." The Police identify suspects first by race, then gender, then age. Consider rearranging that order and racial profiling will stop. Secondly, what gives the Police the right to search the bags of commuters on the subway system? The "Safety" of all is their concern and excuse and citizen's privacy and rights as a result are in danger. Invasive and in more than one way. The NYPD conduct surveillance over the innocent and attempt to benefit from information regarding the innocent, when they should keep in mind that such invasive practices, endanger the innocent which counteracts the NYPD's stated mission which is "...in accordance with constitutional rights to enforce the laws, preserve the peace, reduce fear, and provide for a safe environment." How can this be possible when their invasive ways endanger the innocent. Focus more on actual suspects and not innocent students.

I believe tracking devices should be placed on the NYPD firearms to prevent them from leaving their precincts which I observed, happens often. If officers want firearms then they should be pro gun rights and in favor of the second amendment. Officers can't stay on both sides of the fence and seek to de-arm citizens yet have access to their occupational firearms off duty. Officers should have a registered firearm just like every other citizen.

During my first visit the the NYC Police Dept. Headquarters building. I waited on line to enter the first building. While in the first building, my bags were searched and I walked though a metal detector. Afterwards I was told to visit one of two or three kiosks in the corner and follow the instructions. I entered my name and information and made good eye contact with the kiosk’s camera lens for a good picture. After printing a neon green sticker containing my name and photo from the koisk, I left the kiosk and the first building and crossed the plaza to enter the headquarters building. Once there I noted the fingerprints and police reports offices on the first floor. After taking care of business, I was asked to hand over my neon green sticker before leaving. After leaving the Police Headquarters I thought about the importance of the sticker and questioned the police’s desire to collect them afterwards. I realized that the stickers contained information about the each visitor the the Headquarters, maybe the police wouldn’t want that information discovered. More importantly, I realized that each visitor leaves their fingerprints on both sides of the sticker especially the adhesive side. Collecting the sticker after it’s use would give the NYPD to lift fingerprints off of the stickers. The fingerprints of every visitor could be lifted and registered in a confidential database. What a clever way to gather fingerprints!
