Newark PD hands out automated tickets like candy, you plead not guilty and they then issue a traffic warrant for your arrest. You try and contact them by phone on the non-emergency line and literally hear the same recording for twenty or thirty minutes. If anyone has ever tried calling you will know exactly what I am talkign about.
