How come Ms.Jones does not let them wear whatever they want. She is mean

My children have gone to that school make 3 years is an excellent school.

I am very disappointed in how preparation for the District Science Fair (that doesn't occur until January 10, 2014) is being handled. The paperwork that was sent home wasn't very detailed and should have been handed out in September. The students had only a week to do the write up.
Some children whose documentation was disapproved by a science teacher had to make corrections. They resubmitted their paperwork to their teacher three weeks ago and still haven't received it back yet. It shouldn't take three weeks for the appropriate teacher/s to review and approve it. The date has been changed from November 12 to November 18, 2013.
A pupil shouldn't be forced to participate in the science fair or be automatically enrolled in it if he/she doesn't have a partner.
Why is it mandatory for students to participate in the science fair? Students should have an option. Why are they being graded on it?
