We have had a scandal in Canada where thefts by lottery ticket vendors necessitated a complete review of the system. In one instance, a thieving storekeeper from Eastern Canada continues to benefit from the crime. In another instance, an elderly man like this only achieved redress after considerable time in the courts. Thieves are the lowest of the low.
