The AA Development Corporation is a real estate company managed by Albert Ingravallo. According to my lease AA Development is supposed to provide my apartment with heat. According to the law:
"between the hours of 6:00 AM and 10:00 PM, if the outside temperature falls below 55 degrees, the inside temperature is required to be at least 68 degrees Fahrenheit; and, between the hours of 10:00 PM and 6:00 AM, if the temperature outside falls below 40 degrees, the inside temperature is required to be at least 55 degrees Fahrenheit."
In my experiences, AA Development frequently does not provide any heat from October 1st to May 1st. When they do provide heat, it is usually inadequate. They are aware of the problem, but know what they can get away with.
I, and many other tenants have to resort to calling 311 on a regular basis to request inspections from HPD. However, this strategy is rarely effective, as HPD responds at their own pace and can take months to resolve heating violations.
If heat is important to you and you are thinking of renting from AA, you should probably reconsider.
It seems to get worse year after year.
